Without a governmental structure, the population would find itself in an anarchic system in which each citizen would act individually. Can you imagine living in an anarchic society? Without laws, without people who fight for the most disadvantaged, without public infrastructures. Only the people with more money would be able to live comfortably and, moreover, most likely creating a huge inequality between rich and poor due to the desperation of those most in need who would work long hours for a ridiculous salary, total, nobody would penalize the exploiters .
