If your PC does NOT have a Wi-Fi connection at this time, launch Tether for Google OS and use the help support button to simply download the PC program onto your phone. You are then able to copy it to your PC and install it!
ClockworkMod Tether does not require root on your phone and does not require a separate tethering plan. Tether should work with any carrier and smartphone and does not require a carrier tethering plan. To get around the root requirement on your phone, Tether will need to install a digital network adapter on your computer; so there is a side installation for PC.
